What's the difference between a fractional CMO and an agency?

An agency executes what it is asked. A fractional CMO decides what to ask for: sets priorities, allocates budget across channels and answers for the result to leadership. At Cero7 the same team does both, so no layer loses context between whoever decides and whoever executes.
